MPSJ gets MCMC to help in war against illegal advertisements

THOSE who put up illegal advertisements in areas under the jurisdiction of the Subang Jaya Municipal Council (MPSJ) will find their advertised telephone lines barred.

MPSJ president Datuk Adnan Md Ikshan said at the full board meeting yesterday that the council was working with the Malaysian Communica-tions and Multimedia Commission (MCMC) to curb the problem of illegal banners, buntings and stickers offering an assortment of services.

“The MCMC has agreed to co-operate with us on this. We will collect the telephone numbers and submit them to the MCMC, which will then bar the telephone numbers,” he said.

Adnan said the council enforcement personnel would also spray paint on the stickers to cover the numbers.

“This is to let the culprits know that they cannot do such unlawful things in areas under the MPSJ,” he said.

Adnan said those caught red-handed while putting up such advertisements would be fined RM1,000 for vandalism.

He said the MPSJ welcomed ideas and suggestions on redevelopment in certain areas under its jurisdiction, similar to what was being done in Petaling Jaya and Klang under the stimulus package announced by the Selangor government.

“We have received a proposal from a company on redeveloping Kampung Baru Seri Kembangan.

“But it is up to the residents to decide whether they really want it, particularly those staying in old areas that are disorganised and equipped with only poor road and drainage systems,” Adnan said.

“The residents can form a committee and forward their views to us. This is not an overnight job and a long time is needed to study the plans thoroughly,” he said.

The MPSJ is also setting up a wireless broadband access network in the certain zones in the municipality.

“The contractor appointed by the state government will be conducting site surveys to identify the best spots to install the equipment,” Adnan said.

He said the MPSJ also welcomed developers interested in reviving abandoned projects to contact it to discuss their proposals.

Meanwhile, residents will be able to air their grouses and complaints to Selangor local government, research and studies committee chairman Ronnie Liu during a meet-the-people session on May 10 at the Puchong Indah community hall.

Only 2,900 residents of Lestari Puchong get CFs

AFTER waiting for more than six years, more than 2,900 residents from Lestari Puchong received their Certificate of Fitness (CF) from the Subang Jaya Municipal Council (MPSJ) at a handover ceremony at the Jalan LEP 3/1 playground.

Most of the residents expressed happiness at finally getting the CFs.

Ahmad Man, 37, said that he hoped the council would now look into the facilities in the area.

“There are no facilities such as shops, community halls, or public phones and my children are schooling in Cyberjaya, which is about 20 minutes away,” he said.

However, it was not good news for all residents as the waiting for CFs continues for about 8,575 residents of Lestari Puchong.

Some of the them chose the ceremony as an opportunity to express their grievances.

One of the residents, Andri Nasran, who had been living in Taman Lestari Putra since 2003 said that it was unfair to even have the handover ceremony since some of the residents were still waiting for the CFs.

He added that only after turning up for the ceremony did some of the residents discover that only residents from certain phases obtained CFs.

Meanwhile, MPSJ council president Datuk Adnan Mohd Ikhsan said that starting from April 13, 2007, the Certificates of Completion and Compliance (CCC) would be replacing CFs.

Legal action against errant developers

LEGAL action will be taken against developers in Selangor who fail to call for a meeting of the Joint Management Body (JMB) under the Building and Common Property (Management & Maintenance) Act 2007.
Selangor Real Property and Housing Board executive director Datin Paduka Alinah Ahmad said the Selangor Land Office had identified several developers who had failed to call for a JMB meeting within the stipulated 12-month period.
In focus: The developers of apartments will be under scrutiny if they fail to form the JMBs.
According to Alinah, the developers were required to hold the meeting within 12 months of the implementation of the Act if the properties were completed and vacant possesion handed over before it came into effect.
For other properties, the JMB meeting would have to be organised within 12 months of the vacant possession hand-over.
The Act was passed by Parliament in December 2006 and was implemented on April 12, 2007.
Alinah was speaking to representatives of about 50 JMBs at a dialogue organised by Subang Jaya assemblyman Hannah Yeoh, the Zone 1 Residents Committee (JKP) and the Subang Jaya Municipal Council.
National House Buyers Association (HBA) honorary secretary-general Chang Kim Loong, who was one of the speakers at the dialogue, advised all buyers of stratified property to lodge complaints with the Land Office if the developers failed to apply for strata titles within six months of the issuance of the Certificate of Fitness.
Chang said there were still some teething problems and loopholes in the Act. He pointed out that there were no regulations within the Act and that the Commissioner of Buildings (CoB) lacked prosecutorial powers againts defiant developers.
“Problems often crop up during the transition period after the CF is given but before the strata title is issued.
“We have asked the Ministry to issue strata titles together with the CFs or the Certificate of Compliance and Completion (CCC).
“A special focus group is working on this at the moment,” Chang said.
Alinah added that a Management Corporation (MC) would automatically be formed once the strata title book was open.
“However, an AGM of the MC can only be called when 25% of the strata titles have been issued,” she said.
Alinah said she would also ask the Land Office to send letters to inform the CoB once 25% of strata titles for a particular development have been issued.
Chang had earlier pointed out that Seremban already had a similar procedure in place.
During the dialogue, the JMB representatives also brought up various issues they faced within their properties.
Yeoh explained that the dialogue aimed to get all the experts in one forum to discuss and iron out the issues. She added that she hoped this would also help the owners find out about their rights.
Also present were MPSJ Zone 1 councillor Theresa Ratnam Thong who acted as the dialogue moderator and MPSJ CoB director Tee Siew Bee.
