(Puchong) - Illegal banners, Ah Long (loan sharks) stickers and other advertising tuition classes, food delivery, printing services, TV antenna installations, water filters, trade advertisements and telecommunication services have littered the entire MPSJ and have created unsightly surroundings. The whole place looks so untidy, confusing and a nuisance. Even road, directional signs and public rights of way along the road have been pasted with illegal stickers thus resulting in unidentifiable road signs.
Sweeping legislations in the Local Government Act, 1976 and its By-Laws regulates the proper procedures to seek licensing but they have not been adhered to. This lawlessness cannot be allowed to continue. What is lacking is ‘ENFORCEMENT AND PROSECUTION’. We have repeatedly stated that any law is only as effective as its degree of enforcements. To enact all these Acts in Parliament and subsidiary legislation by the State authorities and Local Councils and to sit back and expect the industry players to toe the line is but an illusive and naïve dream.
Our fundamental belief is that even the best of legislation to counter a particular situation would just remain as ornamental pieces unless strict enforcements and prosecution are carried out against offenders, without fear or favour, so as to instill into them the respect and fearful feeling that the law commands. Public rely on the legislation are often get let down by the enforcers. It is only good on paper and it will continue to remain in our archives unless and until the existing laws are used to their full capacity. The problem of enforcement is not because of the lack of laws. Enforcement programs must be organized.
We are participating in this one-day campaign to remove illegal banners and resorting to self-help with the assistance of committee members of the Resident Committee (JKPs), the owners and residents of our Zone 9 as well as personnel from the MPSJ enforcement department.
Resident may cut down whatever illegal banners they see and dispose of them properly. Illegal banners are those that do not have MPSJ permits and seal. The legal banners are those with permits identified by a sticker displaying the serial numbers of the approvals and having duration of the advertisement. Today’s event is focus on all illegal commercial banners and stickers only. Those ‘social community advertisement’ put up by Government bodies, schools or for charity, social events or non-profit purposes are allowed.
One campaign cannot fix everything; I hope this will be an on going campaign by the enforcement department of MPSJ to rid our vicinity of all illegal banners and stickers that have littered the cleanliness of our surroundings.
